\n September 23, 2026<\/strong>\n the United Nations Security Council<\/strong>\n devoted a debate to\n artificial intelligence and international security<\/strong> ,\n with the participation of OpenAI<\/strong> executives,\n of Anthropic<\/strong> and Hugging Face<\/strong> .\n At the same time, officials from\n more than twenty countries<\/strong> called for keeping\n cutting-edge AI models<\/strong> under\n human direction, oversight, and control<\/strong>.\n This convergence on principles, however, masks\n a fundamental disagreement<\/strong>:\n Who should set the rules,\n verify compliance, and intervene when a system\n exceeds a risk threshold?<\/strong>\n <\/p>\n<\/div>\n\n

\nWhat Happened at the Security Council\n <\/h2> \n\n<\/div>\n\n

The Security Council held its 10,228th meeting on the topic of artificial intelligence and international security. Sam Altman, CEO of OpenAI; Dario Amodei, CEO of Anthropic; and representatives from Hugging Face and the UN\u2019s International Scientific Panel presented their analyses to the member states.[1]<\/a>[2]<\/a><\/sup><\/p>\n\n

OpenAI has advocated for cooperation among governments and for decisions guided by democratic processes. Anthropic emphasized the need to slow down deployment when safety has not been sufficiently demonstrated. These positions constitute public statements from companies directly involved in the race to develop advanced models. They shed light on the debate, but do not constitute an independent assessment or a legally binding commitment.[2]<\/a>[3]<\/a><\/sup><\/p>\n\n

The meeting did not result in a Security Council resolution, a treaty, or the creation of a global regulatory body. It did, however, elevate AI governance to the level of an international security issue, moving beyond the usual debates on data protection, competition, or product liability.<\/p>\n\n

\nWhat’s Really New\n <\/h2> \n\n<\/div>\n\n

The call for international governance of AI is not new. The OECD principles, the Council of Europe\u2019s Framework Convention, the Global Digital Compact, and national or regional regulations have already established multiple layers of rules. What is new is the more explicit linking of three concerns: the capabilities of state-of-the-art models, the behavior of agents capable of acting in external environments, and the risk that industrial competition will reduce the time devoted to oversight.<\/p>\n\n

A statement released on September 21 by the Finnish presidency\u2014originally proposed by Finland and Norway\u2014has received the support of leaders from more than twenty countries. It calls for transparent safety protocols, pre-deployment testing, independent assessments, shared reporting of serious incidents, and consideration of an international institution capable of intervening when certain capacity thresholds are exceeded.[4]<\/a><\/sup><\/p>\n\n

The text also states that risk management should not widen the gap between countries capable of developing or evaluating models and those that depend on foreign technologies. This clarification is important: a governance framework that protected only the best-equipped countries would fall short of part of its objective.<\/p>\n\n
